I have a Google form (From_1) that creates a Google doc and another form (Form_2). Form_2 is created from a template that contains its own Apps Script. When creating Form_2, I want to also create an onSubmit() trigger for that form. However, I get an error that states:

Exception: You do not have permission to call ScriptApp.newTrigger. Required permissions: https://www.googleapis.com/auth/script.scriptapp

My appscript.json looks like:
